Last year, more than 30,000 people in Mexico were murdered, the highest numbers the country has seen since 2000.
Several cartels work within Mexico but the Sinaloa, Tierra Caliente and Tamaulipas groups own the most territory.
These cartels work in drug trafficking, kidnapping, extortion and other criminal enterprises.
If the U.S. designates Mexican cartels as terrorist organizations, members are denied entry into the U.S. and it will be illegal for anyone in the U.S. to knowingly give support. This will include banks and other financial institutions.
President Trump has given no timetable for when he would make the designation.
