Pemex is Mexico's state-owned oil company. For 75 years, it held a monopoly over crude oil and petrol in the country. 

In 2013, the Mexican congress approved energy reforms that opened the sector up to private business. 

For Mexico's new president, the policy changes haven't lived up to expectations.
