San Francisco was the first U.S. city to enact a "shelter-in-place" order, hoping to keep people inside and not spread COVID-19 and straining medical services in the area. But as CGTN's Mark Niu reports, it hasn’t completely stopped people from going outside. He talked to some people about why they are defying the order and if they are really safe.
