How will a COVID-19 emergency affect the most violent place on Earth?

Tijuana, the city at the western end of the U.S.-Mexico Border. Many studies rate this town as the most violent place in the world. The city certainly has one of the world's highest homicide rates. The city saw 138 murders per 100,000 residents last year. That's compared to 3.6 per 100,000 in New York City. Tijuana has had one of the highest murder rates in Mexico, and also worldwide.

This is a city that's very rich in many ways, and unfortunately one of the negative ways in which we are rich is in the crime of the sale and trafficking of narcotics. And that's a reason many people come to this city, and that makes us a pressure point when it comes to violence. Yet as COVID-19 strikes, the local cops believe pandemic protocols might alleviate the violence.
