U.S. states pass police reforms before Congress

Many states aren't waiting for the U.S. government to pass legislation on police reform.

New York bans chokeholds and racial profiling, and now requires courts to track arrest patterns by race.

California also calls for a ban on chokeholds, as well as requiring officers to use de-escalation tactics before force.

Iowa also will not allow officers to be hired if they were fired for, or resigned because of misconduct.

Iowa's attorney general now has greater power to investigate police involved deaths.

Colorado has the most extensive reforms, including getting rid of qualified immunity. This allows for citizens to sue officers individually for civil rights violations.
