A financial lifeline for more than 17 million jobless Americans will end July 31. 

The $600 per week per person was part of the economic aid package passed by Congress in March.

But that $2 trillion rescue fund was meant to buy time for the U.S. to contain the coronavirus and safely reopen the economy.

It has not gone exactly to plan.
