Flooding and heavy rain from Tropical Storm Hanna slammed the southern Texas and northeastern Mexico coast over the weekend. While the weather system was downgraded from a hurricane to a tropical depression as it made landfall, flooding still threatens much of the region, already coping with a surge in COVID-19 cases.
