New York City, the largest school district in the U.S., is preparing to reopen schools to partial in-person instruction in September.
The city now has one of the lowest coronavirus infection rates in the country, which gives government officials the confidence schools can reopen safely.
Unions representing principals and teachers aren't convinced.
