The COVID-19 pandemic has exposed the divisions between the U.S federal government and individual states.

The Trump administration was accused of failing to give states enough logistical support in the early stages of the pandemic.

Now some are in serious financial trouble and some lawmakers think bankruptcy is the best option for them.
