It's becoming an almost daily feature of Joe Biden’s transition, video conferences from a downtown theater in his home city of Wilmington, Delaware.

Biden is preparing to take office in a state of limbo. His formal transition cannot begin until President Trump concedes the election, and until Biden's victory is recognized by a little known but key government department, the General Services Administration. 

There are also growing concerns about the implications this delay will have on U.S national security.
