Mexico is on the verge of legalizing recreational marijuana and becoming the largest market in the world for legal cannabis. ​

Lawmakers have until mid-December to finalize rules for its commercial trade.

But doubts remain over how well the proposed legislation will accomplish one of its major goals eliminating the criminal element.
