A 'red alert' has been declared for Colombia's capital Bogota in response to the latest surge in coronavirus infections. New COVID-19 cases reported Thursday topped 17,000 - a record high. With more than a quarter of those cases diagnosed in Bogota, the city's mayor determined it was time to take action. CGTN's Michelle Begue reports.
