As America continues to face its racial reckoning, New York is undertaking a massive attempt to revamp its police systems and agencies. 

Governor Andrew Cuomo wants to rebuild trust between the public and a criminal justice system plagued by racism and police brutality. 

But critics say the reforms do not go far enough.
