With the number of migrants trying to enter the U.S. without documents surging higher than it’s been in more than two decades, the Biden administration struggling to contain a humanitarian and political crisis. 

Vice President Kamala Harris has told migrants, “Do not come.” 

But as CGTN’s Franc Contreras reports from the Mexican border city of Ciuad Juarez, there are strong reasons why the migrants are not listening.
