Rain and winds of 70 mph have been slamming Key West, Florida on Tuesday, as Tropical Storm Elsa makes it way towards to northeast. Hurricane warnings have been put into effect for the west coast of Florida as forecasters fear the storm could turn into a hurricane by Wednesday.
