Images from western Europe's massive floods

At least 195 people died in Belgium and Germany during last week’s floods triggered by heavy rains across western Europe. Some early warning systems were either too late or ignored by residents who did not anticipate such destructive waters. 

No fatalities were reported in the Netherlands which also experienced massive floods. Some say its success is due to its robust water management infrastructure and ‘water boards’ which have been operating since 1255.
