Ida floods U.S. northeast

After downgrading from a hurricane to a tropical storm, Ida unleashed historic amounts of rain across the U.S. northeast as it traveled toward the Atlantic Ocean.

While many across New York, New Jersey and Philadelphia woke up to flooded streets, some had to be rescued from their basement apartments and stranded cars.
