What's behind the labor shortage in the U.S.?

The U.S. is currently mired in supply chain delays due in part to an employee shortage. 

A record 100 cargo ships waited outside two adjacent ports in California on Monday, as American orders of imported goods outweighed the current infrastructure to transport them. 

The trucking industry is also short around 80,000 drivers, a record shortage. Why are there not enough workers to get the job done?
