Argentina's lower house of Congress rejected the government's 2022 budget proposal on Friday, complicating the country's urgent talks with the IMF over debt repayment. 

These talks are taking place as the country remembers the anniversary ​and debates the conditions that fueled its devastating economic and social crash of 2001.
