New subway safety plan begins after violent attacks in NYC

As of this week, New York City has implemented a zero-tolerance policy when it comes to homeless people violating transit rules, including loitering, and using the subways as shelter.

The new policy comes on the heels of a rash of violence perpetrated by some mentally-ill homeless people.
