Moderate Democrat Senator Joe Manchin of West Virginia voted with Senate Republicans on Wednesday against advancing the Women’s Health Protection Act, a bill intended by Democrats to preserve access to abortion services in the United States.

The vote of 49 to 51 failed to advance the bill that would have codified the right to an abortion into law. The vote  came after a leaked draft opinion by the U.S. Supreme Court indicated the Roe vs. Wade ruling that legalized the procedure nationwide may soon be overturned.

U.S. Capitol police officers responded to the area around the U.S. Senate chamber earlier in the day after Democratic members of the House of Representatives marched over to gather outside of the Senate chamber to protest and advocate for abortion rights as the U.S. Senate voted on the bill.

Workers could be seen adding additional height to the security fencing surrounding the U.S. Supreme Court on Wednesday, following the Senate’s failure to advance the Women’s Health Protection Act.
