New gun legislation passed in U.S. House, expected to die in Senate

The U.S. House of Representatives has passed new gun-control legislation that includes raising the minimum age for buying semi automatic rifles from 18 to 21 and banning high-capacity ammunition magazines.

Called the "Protecting Our Kids Act," representatives voted 223-to-204 in favor of advancing the legislation to the Senate.

Most Democrats backed the legislation, along with five Republicans.

Two Democrats voted no.

The vote came after a House committee heard testimony from survivors and witnesses from the shooting at Robb Elementary school in Uvalde, Texas.

But the bill is expected to stall in the Senate because of strong opposition from Republicans.

A bipartisan group of Senators is negotiating for common ground between both sides, but it is unknown if lawmakers will be able to come to a consensus.

Many in Congress and the general public are pushing for the government to take action following two deadly mass shootings.

Senate Democrats need at least 10 Republicans to favor of the legislation to pass any new laws.

But a majority in the party say the new gun legislation passed by the House infringes on a constitutional right to bear arms.

The "Protecting Our Kids Act" also includes a series of individual bills targeting U.S. gun violence. Here's a look at what else is included.

-Raise the legal age tof bying certain semi-automatic centerfire rifles from 18 to 21 years old.
-Establish new federal offenses for gun trafficking and for selling large-capacity magazines.
-Allow local governments to compensate individuals who surrender such magazines through a buyback program.
-A tax incentive for retail sales of safe storage devices and criminal penalties for breaking new requirements regulating firearm storage on residential premises.
-Steps to strengthen existing federal regulations on bump stocks and ghost guns.

"Hopefully, we can make some advancement, because for all of us who have met again and again and again with the survivors of gun violence — some coming time and again to check up on what's happening, others new to that horrible club that none of us wants to be a member of — they just want something to happen," said House Speaker Nancy Pelosi.

Negotiations on how the Senate will respond to a demand for new gun-legislation is ongoing.

The nonpartisan senators who are leading these negotiations say they have narrowed the list of what could be included in a new gun-legislation package to counter the House version, The Washington Post reported.

This new package could include provisions for school security and mental health.
