A fourth person has been arrested and charged in connection with a human smuggling case that has left at least 53 people dead in Texas. 

Most of the migrants were found inside an abandoned tractor-trailer on a sweltering day near San Antonio with no water or air conditioning. 

A memorial for the victims is growing as is anger over how migrants are treated on both sides of the border.
