U.S. President Biden signed an executive order on Thursday implementing the so-called CHIPS ACT. Congress passed it in July and Biden signed it into law earlier this month.

The act aims to boost U.S. semiconductor production and ease reliance on overseas supply chains, but Beijing warns it could limit technology exchanges between the two countries.
