Joe Biden delivered a scathing speech to world leaders gathering in New York on Wednesday, condemning Russia's actions in Ukraine and accusing it of "shamelessly" violating the U.N. Charter.  

The U.S. president took to the podium just hours after Russian President Vladimir Putin announced a partial military mobilization, calling up hundreds of thousands of more soldiers to join the fight.
