U.S. sanctions in place against Cuba have long made travel to the island nation difficult for Americans.

Now, Washington is penalizing tourists who travel to Cuba from other countries, by waiving their future ability to travel visa-free to the U.S. Cuban authorities have described the measure as a new U.S. attack on the island’s economy.
