El Salvador’s incarceration capacity has doubled with the opening of the 40,000-bed Terrorism Confinement Center in Tecoluca this week. The new prison, constructed amid the government’s crackdown on El Salvador’s criminal gangs, is one of the largest in Latin America.

President Nayib Bukele, who visited the prison Tuesday, asked El Salvador’s Congress last year to approve a state of exception, which in some cases allows authorities to make arrests and surveil citizens without a warrant. El Salvador currently has the highest incarceration rate in the world.
