Emergency workers are fighting to keep the fire at bay as it burns near the city of more than 200,000 people.

More than 550 people have been evacuated from their homes, as the blaze destroys dozens of buildings.

Water-bombing aircraft were unable to take off due to the winds on Tuesday, officials said.
