New initiatives in Los Angeles have yet to reverse homeless crisis

The city of Los Angeles may be losing the fight against homelessness. That’s according to some elected local officials disappointed by the results of the annual homeless count in what’s considered the homeless capital of the United States. 

Its mayor Karen Bass declared a state of emergency over the crisis in her first year in office and started new initiatives that now bring the county’s budget for fighting homelessness to more than $1 billion. But some analysts say a policy change is in order.
