World leaders at the United Nations General Assembly are expected to sign a new pact aimed at protecting marine habitats on Wednesday.
The High Seas Treaty would give countries a collective legal responsibility for waters beyond their national jurisdictions as part of a drive to prevent irreversible climate change.
