It’s been more than a decade since California became the first state in the nation to declare that clean, safe and affordable drinking water was a human right.
Yet nearly a million of its residents remain without access to potable water, many of them consuming contaminants from failed water systems, and facing a high risk of health issues.
The richest state in the nation is also home to some of the latest technology around water desalination.
