California, the U.S.'s richest state is looking at ways to secure one of its most basic necessities. Water scarcity has become a chronic problem in California, even in some of the wet years like this one. 

Home to the nation’s largest population and a multi-billion-dollar agriculture industry, California is considering new infrastructure projects and recycling technologies to maintain water security.
