Orphans in Colombia are eligible for international adoption, but the reality is a majority of them will not be adopted. See how one Colombian woman, who grew up an orphan herself, is helping the same child welfare agency that raised her.
Diana Carolina Baloy works as the Director of Protection Services in Colombia’s Family Welfare Institute. According to Baloy, the institute has more than 71,000 children registered under its care.
