More than 38,000 homes and businesses across the U.S. state of Louisiana remained without power on Saturday, Sept. 14, three days after Francine slammed the Gulf Coast as a Category-2 hurricane.
No fatalities from the storm have been reported, but as Toni Waterman reports, the storm damage is significant - especially in communities still in recovery mode from previous hurricanes.
