Cuba is restoring some electricity, Energy Minister Vicente de la O Levy said on Saturday, Oct. 19. Its electrical grid collapsed for a second time Saturday morning, after first failing on Friday, Oct. 18. As CGTN’s Luis Chirino reports, the outage comes as the government attempts to address the country’s long-standing problem of power shortages.
