Where does Europe’s trading future lie? That’s one of the questions delegates at the International Monetary Fund and World Bank spring meetings are trying to answer. They’ve spent the week in Washington, D.C. amid the fallout from President Donald Trump’s on-off tariffs threat that are trying alliances stretching back to the Second World War, particularly with EU members.
