Meanwhile Texas governor Greg Abbott has repeatedly deflected criticism over the emergency teams’ response time. But the federal government’s ability to respond to emergencies has been under scrutiny, ever since its Emergency Management Agency, FEMA, faced major budget cuts and thousands of its employees laid off.
