Richard A. Black of The Schiller Institute said the special customs operations in south China’s Hainan province opens up freer exchanges of personnel, including ordinary citizens and scientific talents.
China officially launched island-wide special customs operations at the Hainan Free Trade Port on Thursday, Dec. 18, allowing people from 85 countries to enter the Island without a visa and granting zero tariffs on goods in 74 percent of product categories.
