Washington’s war on drugs marked by a massive U.S. military buildup has killed more 100 people on alleged drug-carrying boats in the southern Caribbean Sea and eastern Pacific but has mainly targeted Venezuelan oil exports which has damaged the oil import capabilities of countries in the region, like Cuba.
