Thousands of people in some parts of the U.S. were still without power this Tuesday after a huge winter storm. The blizzard broke snowfall records in some parts of the country, as at least 42 deaths blamed on weather continued to climb. And another snowstorm is forecast for the weekend just as another federal government shutdown looms. Owen Fairclough has the latest.
