Britain’s King Charles arrives in Washington on April 27 for the start of a four-day state visit. A trip of this kind is typically an opportunity for two allies to reaffirm what they call a longstanding “special relationship” forged through fighting alongside each other, during two world wars. But the political relationship is in trouble.
