The Trump administration is now spending nearly $2 billion to encourage energy companies to abandon offshore wind projects in U.S. waters and shift toward fossil fuel investments instead. Democrats in Congress are calling it an unprecedented use of taxpayer money and have launched an investigation into whether the agreements are legally justified.
