In Venezuela, engineers and technical teams are inspecting damaged buildings after twin earthquakes struck the northern coast last month, as families wait to learn whether they can return home. In the coastal state of La Guaira, reconstruction is beginning under difficult and uncertain conditions. Our correspondent Michelle Begue has more from La Guaira, Venezuela.
