U.S. lawmakers in Washington approved new legislation to sanction Russia before heading to midterm recess. The bill is designed to increase economic pressure on Moscow and force Russian President Vladimir Putin to end the conflict in Ukraine. 

The package also gives U.S. President Donald Trump authority to impose steep tariffs of up to 100 percent on countries that buy Russian oil.
