ICE agent shoots and wounds man in New York with child in car

An ICE agent shot and wounded a man in New York's Marble Hill neighborhood on Thursday, Oct. 8 while his 5-year-old son was present in the car.

Eyewitness video shows an agent holding a gun beside a man apprehended on the ground.

Police later identified the man as Oscar Belgal, 28.

At least one ICE agent fired seven rounds, and Belgal was struck in the neck, Police Commissioner Jessica Tisch said at a news conference.

Police took him to a hospital, where he is now in stable condition, Tisch said.

The U.S. Department of Homeland Security, ICE's parent agency, said officers were carrying out a targeted arrest operation to arrest a man from Dominican Republic with a prior criminal conviction.
