Brazil’s President Luiz Inacio Lula da Silva has won a fourth term in office, beating right-wing Senator Flavio Bolsonaro in Sunday’s runoff election. Leaders from Beijing to Mexico City have been quick to congratulate Lula, while U.S. President Trump has questioned the outcome.
